编者按:中国人民大学重阳金融研究院代表团12日赴澳大利亚布里斯班参加G20首脑峰会。代表团成员包括国际商会执行理事、前中国银行副行长、人大重阳高级研究员张燕玲,中国人民大学财金学院副院长赵锡军,人大重阳高级研究员庞中英,中国人民大学重阳金融研究院执行副院长王文。
11月13日-14日,G20首脑峰会前,唯一一场主题为“加强全球增长”预热论坛,由加拿大、澳大利亚、国际商会和中国智库四家合办。中国人民大学重阳金融研究院是承办G20官方论坛的首家中国智库。第二天被全场视为是“G20中国日”,或称“人民大学日”,因为全场10位演讲嘉宾其中4位来自中国,是历年来最多的一次,且都是中国人民大学头衔。
15日,代表团成员与澳大利亚财政部副部长等官员进行了简短的交流,同时接受了包括《澳大利亚人报》、中央电视台、凤凰卫视等多家媒体的采访。现将《澳大利亚人报》的部分报道内容发给国内的读者,为方便阅读,我们特别翻译整理成中文。

AUSTRALIA has chosen China above Japan to be the president of the G20 in 2016, with the decision expected to be included in tomorrow`s communique.
Both countries had been vying to follow Turkey as G20 president next year, and Japan - which Tony Abbott once described as our "best friend in Asia" - believed it was on a promise.
But the choice, which was Australia`s to make, turned on widespread consultation with other G20 members, which has overwhelmingly favoured China.

It was decided at the G20 meeting in the French resort of Cannes in 2011 that, to give the organisation greater certainty, future leadership would be set, with Russia hosting last year, Australia this year and Turkey next. It would be Asia`s turn in 2016.
This "troika" of presidents leaves it to the current president to name which country will join the troika for the next 12 months. The handover of responsibility occurs on December 1.

Under G20 protocols, the members are divided into regions known as "buckets", with the Asian group including China, Japan, Indonesia and South Korea. Indonesia was counted out because of the political cycle, while South Korea had already chaired it in 2010.
Japan had wanted to host the second G20 summit held in 2009 in the midst of the global financial crisis, but Britain`s then prime minister Gordon Brown also wanted it, according to the Lowy Institute`s G20 program director Mike Callaghan.
Japan was then promised the next summit, but it was going through a period of instability with three prime ministers in the space of a year, while Australia`s Kevin Rudd also wanted to be chair.

Australia did not get support from other members and the newly-elected President Barack Obama stepped in to adjudicate, offering New York.
The summit was then shifted to Pittsburgh, but Japan has felt it was due ever since.
Mr Callaghan says China was initially ambivalent but put its name forward after gaining support from other members.
"Everyone was saying board it was critically important to get China in the chair, and in some respects that has made it easier for Australia," he said.
Wang Wen, a senior Chinese academic at Renmin University in Beijing, said China was very keen to be chosen to chair the forum in 2016, pointing to the country`s growing economic clout and eagerness to play a larger role in global institutions.
"China is willing and able to chair the 2016 G20 leaders summit so as to better share its development experiences and promote strong and sustainable global economic growth," he said in a report prepared for a conference in Brisbane yesterday. "All countries are welcome to get on board China`s development."
Speaking at the conference, Dr Wen said China`s fiscal and monetary policy had proved far less error-prone and its economy more resilient than those in the US, -Europe or Japan, singling out the 1998 Asian financial crisis and the more recent global financial crisis.
He called on the US to expedite passage of the IMF quota reform, which would see China`s share of voting rights rise from 3.7 per cent to 6.4 per cent.
Dr Wen also expressed irritation at the West`s singling out of China`s high pollution levels, arguing it was a direct consequence of Western demand for Chinese-made manufactures.

2011年法国戛纳G20峰会增强了G20组织的稳定性并确定2013年至2015年的峰会分别由俄罗斯、澳大利亚和土耳其承办,而亚洲国家将接棒2016年。这次三国将提名权交给了澳大利亚,由澳方来决定未来12个月谁将加入这“三驾马车”。G20成员国中的亚洲国家包括中国、日本、印度尼西亚和韩国。印尼由于政治周期原因被排除出局,而韩国在2010年已举办了首尔峰会。
日本曾表示希望举办2009年的第二次首脑峰会,但当时正值全球金融危机中期,英国时任首相戈登·布朗力最终主办了伦敦峰会。之后日本又被认为有可能举办2010年峰会,但当年日本首相之位三次易主的政坛乱局让美国新任总统奥巴马最终在匹兹堡主办了当年的第二次全球峰会。
澳大利亚智库罗伊国际政策研究所G20项目负责人卡拉汉先生表示,在其他成员国的支持下中国得到了提名,“所有人都认为让中国主办G20至关重要,这也让澳大利亚比较容易的做出了这个决定”。
中国人民大学重阳金融研究院执行副院长王文在日前的一场G20峰会分论坛中发言称,由于中国日益增长的经济影响力和在全球治理机构发挥更大的作用,中国非常愿意承办2016年峰会。王文表示,“中国有意愿并且有能力主办好2016年G20领导人峰会,这也有利于中国更好地向世界分享其发展经验,为促进强劲、可持续的全球经济增长做出贡献”。王文强调:“我们欢迎所有国家分享中国的经济增长经验。”
王文在发言中还提到,中国的财政和货币政策被证实更少犯错误,较之美国、欧洲和日本更具有弹性,能更快地从1998年亚洲金融危机和近期的全球金融危机中复苏。他呼吁美国加快通过国际货币基金组织改革,将中国的投票权重从3.7%上升到6.4%。王文还对西方国家指责中国对环境污染严重表示愤怒,强调这是西方国家对中国制造需求的直接结果。 (欢迎关注人大重阳新浪微博:@人大重阳,微信公众号:rdcy2013)
