第五次中英经济财金对话在京举行

主持人：为了多视角解析中英关系，下面有请嘉宾，中国人民大学重阳金融研究院高级研究员罗思义先生。罗思义先生，欢迎来到我们的节目。在过去8年您一直参与制订伦敦的经济政策，因此在这个话题上特别有发言权。那么，在您看来，为什么伦敦这么热衷于把人民币打造为国际货币呢？

罗思义：我认为，这次会议意味着英国政府经济政策一个比较大的转变。要知道现任政府刚上台的时候，对中国采取比较挑衅的态度，会见了达赖喇嘛等等。但这次，他们着实努力想和中国建立良好的关系，而不是做表面功夫。伦敦是世界上最重要的外汇交易中心。目前，在香港和中国大陆之外的人民币国际兑换，已有63%在伦敦进行。伦敦此举，特别是允许中国的银行经营在伦敦的分行，确实是给了中国特许权。也就是说，中国的银行除了仅仅建立附属分行之外，有了机会来利用他们在中国的设备和资源。所以，我认为这是英国政府的重要举措。

主持人：您不觉得这会引起一些抗议吗？中国的银行获得优待，是不是意味着对其他国家的歧视？

罗思义：没错，这确实会让一些人不满。我在伦敦委员会的时候，从讨论中得知他们把伦敦成为人民币国际交易中心这件事当做最重大的国际问题之一。很有可能，这次他们早就准备好了不理会那些不满的人。因为伦敦，位于纽约之前，是最重要的外汇交易中心，它必须要有人民币业务。另一方面，对中国政府来说，这是在最大的国际外汇交易中心进行实际操作的重要机会。所以，这绝对是双赢的。

The 5th Economic and Financial Dialogue between China and UK has been opened in Beijing.

Anchor: Let’s get more perspective on China-UK relations and speak to our guest Mr. John Ross, senior fellow at the Chongyang Institute at Renmin University. Welcome to our show, Mr. Ross. You are well-qualified to talk about the subject because you run London’s economic policies for the past 8 years. So why do you think London is keen to make the Yuan a global currency？

Mr. Ross: I think this summit represents a quite big change in economic policies by the UK government. Because when the present government came to office, they took a rather provocative attitude towards China, meeting the Dalai Lama and so on. This time, they are making real attempt to make good relation with China. This is not purely cosmetic moves. London is the most important center for foreign exchange dealing in the world. 63% of the RMB international exchanged outside Hong Kong and China already takes place in London. And that gives real concessions to China, particularly the proposal that Chinese banks should be operating their branches. That is Chinese banks that instead of purely subsidiaries but should get the opportunities to use that facilities and resources in China. So I think that is a very serious move by the British government.

Anchor: Don’t you think that’s gonna cause an outcry? That is discrimination against other countries when Chinese banks are getting a sort of favorable treatment.

Mr. Ross: Yes, I think it may ruffle a few feathers. But, on the other hand, I know from my discussion with the corporation of London. When I have been there, they regard the question that London being the center for international operations of the RMB as one of the most important question in the world. It may well be the case that they prepared to put up with a few ruffled feathers in this case. Because London is ahead of New York as the foreign exchange dealing center and it has to have the RMB’s business. On the other hand, for the Chinese government, it is an opportunity to have real operations in the biggest foreign exchange center in the world. So this is a real win-win on both sides.
