编者按：近年来，中国人民大学重阳金融研究院（人大重阳）学者频繁接受外媒采访，引导国际舆论客观认识中国发展、理性看待中美关系。2025年1月12日，丹麦知名媒体 《信息日报》 记者Martin Gottske专访人大重阳院长王文，从多个角度向欧洲人传递中国方向的不同看法与观点，现将专访中英原文发布如下：

◆丹麦《信息日报》：在你的观点文章《为什么中国可能感谢唐纳德·特朗普帮助“让中国再次伟大”》中，你写道“特朗普的第一个任期对中国的崛起至少做出了三项显著贡献”。你提到特朗普的总统任期打破了美国作为民主典范的形象，它有助于加速中国走向技术独立，并推动中国加强与非西方世界的关系。在特朗普总统2.0任期内，这一发展将进一步加强吗？你看到了哪些重要迹象？

王文：这三大显著贡献还会继续加强。首先，特朗普报复政敌，让人看到更多美国政府的腐败，所谓“民主”只不过是他们相互斗争的幌子。中国人几乎没有人再相信美国式民主。其次，美国很多公司禁用Deepseek，还继续封锁芯片，强买Tiktok，让中国人更坚定继续技术独立。再次，特朗普向全世界加征关税，包括欧洲。中国与非西方世界，还包括欧洲的关系都会好转。

◆丹麦《信息日报》：特朗普2.0将如何让中国再次伟大？

王文：特朗普2.0是推倒美国伟大国家形象的最后一根稻草。世界所有国家都看到了美国的腐败、内斗、傲慢、孤立，更会进一步地会重新认识被美国媒体、智库和政客妖魔化的中国。中国国家形象会被扭转，就像DeepSeek的突破让世界看到中国原创能力一样。全世界都会慢慢地重新发现中国的伟大。

◆丹麦《信息日报》：中国政治体系可能被视为更加稳定，美国高度混乱的事态发展会提高中国在全球的地位吗？

王文：中国在全球的地位近年来不断地提高，而特朗普2.0会继续推动中国软实力与国际地位的提升。过去75年，尤其是过去35年，在同一个政党的领导下，没有照搬西方政治模式，中国实现了“无危机崛起”、“无战争崛起”、“无混乱崛起”，这是中国政治体系稳定性和伟大性的重要体现。世界尤其是西方还缺少对中国政治体系的公正评价。

◆丹麦《信息日报》：你把特朗普1.0比作“淘气的孩子”，把特朗普2.0比作“更年期病人”——在欧洲，人们非常担心特朗普会在全球范围内造成巨大的破坏。你能解释一下为什么你认为中国和其他地方没有同样的担忧吗？

王文：中国和其他地方也同样担忧特朗普2.0作为“更年期病人”的发疯与破坏。但中国的担心不会像欧洲那样，因为过去10多年，中国经济运行、国际贸易、技术依赖、能源转型等方方面面都已经摆脱了对美国的依赖。对中国而言，美国仍是最重要的外国，但美国的重要性在下降。特朗普2.0对中国的冲击，远没有对欧洲来得大。欧洲过度依赖美国，正在自食其果。

◆丹麦《信息日报》：特朗普正在关闭美国国际开发署，并签署了退出世界卫生组织的行政命令。他可能会继续退出国际协议。这一发展是否对中国有利，因为它可以给中国更多的空间来获得影响力，加强与世界各国，特别是“全球南方”国家的关系与合作？

王文：中国人民对特朗普的退出会表示遗憾、可怜以及感慨。美国实在不再像是一个超级大国，而是一个不负责任的区域国家而已。中国并不认为这样做会很有利。没有美国的国际体系，是有缺憾与不完整的。中国希望大家一起合作与努力，努力弥补没有美国的国际体系漏洞。

◆丹麦《信息日报》：特朗普威胁要对欧洲国家征收关税（并就格陵兰岛问题对丹麦发出威胁）。你认为这一发展可能会推动欧洲或者说欧盟向中国靠拢，并与中国建立更紧密的关系？特朗普的行动会让中国更容易在美国和欧洲之间制造隔阂吗？近年来，欧盟在中国问题上一直追随美国的脚步，欧洲对中国的批评越来越多，你认为欧盟和美国之间的更多冲突可以扭转这一趋势吗？

王文：中国一直希望与欧洲和欧盟保持更好的关系。事实上，近年来，中欧贸易仍在增长。双边贸易为各自创造几百万的就业。中欧没有本质性的战略矛盾，既没有边界冲突，也没有种族摩擦，更没有结构性的分歧，理应有更好的关系。但很可惜，欧洲至今仍有许多政治家过于依赖美国，他们就像是美国抚养的婴儿，还没有断了与美国的脐带。我觉得，特朗普2.0会反向推动中欧在某些领域更加接近，但只有欧洲一些政治家抛弃对中国的成见、傲慢与无知，中欧关系才会迎来更好的明天。

◆丹麦《信息日报》：中国是否愿意或者能够填补美国在全球留下的真空？中国希望从这一发展中获得什么？

王文：如果你指的“真空”是所谓美国霸权的话，中国肯定不愿意去填补。事实上，中国从来都不愿意成为未来的世界领导，中国可能也没有足够的能力与观念去领导世界。在未来四年，中国会保持对外政策与国家发展的稳定。而中国的稳定，就是对世界的最大贡献。对于特朗普2.0，中国最大的希望是，让特朗普2.0的冲击与不确定性能够小一些。

◆丹麦《信息日报》：在中国和中国政府看来，特朗普新总统任期最大的负面因素是什么？

王文：特朗普2.0最大的负面因素是，世界处在高度不确定性中。你永远不会知道，下一分钟特朗普会说点什么、做点什么。从这个角度看，中国人、中国企业、中国政府都在做着最坏的准备，当然，也在争取更好的结果。

◆丹麦《信息日报》：最后，请补充一下，关于特朗普总统任期对中国的影响、中美关系以及中国在世界上的地位，你认为还有什么值得注意的地方？

王文：中国正在全力应对特朗普2.0的影响，“后发制人”地捍卫中国国家利益不受损害。特朗普加征关税，中国会反制。特朗普做其他不利的对华动作，中国也会反制。如果特朗普愿意推动与中国的合作，中国也会积极配合。总之，中国有充分应对特朗普2.0的经验与实力。特朗普2.0也阻止不了中国的持续崛起。

Information:In your opinion piece (‘Why China may be thanking Donald Trump for helping ‘make China great again’）you write that “Trump’s first term made at least three notable contributions to China’s rise”. You mention that Trump’s presidency shattered the image of the US as a paragon of democracy, it helped accelerate China’s push toward technological independence, and pushed China to strengthen its ties with the non-Western world. Do you see signs that this development will be further strengthened during Trump’s current presidency - which important signs do you see?

Wang Wen: These three significant contributions will continue to strengthen. Firstly, Trump retaliates against political opponents, revealing more corruption within the US government. The so-called "democracy" is just a cover for their mutual struggle. Few Chinese believe in American style democracy. Secondly, many American companies have banned Deepseek, and continue to block chips and force the purchase of Tiktok, making the Chinese more determined to continue their technological independence. Once again, Trump has imposed tariffs on the world, including Europe. The relationship between China and the non Western world, including Europe, will improve.

Information: In what way will Trump 2.0 make China great again?

Wang Wen: Trump 2.0 is the last straw that topples the image of the great nation of the United States. All countries in the world have seen the corruption, infighting, arrogance, and isolation of the United States, and will further re-evaluate China, which has been demonized by American media, think tanks, and politicians. China's national image will be reversed, just like DeepSeek's breakthrough showed the world China's original innovation ability. The whole world will slowly rediscover the greatness of China.

Information: Will the developments in the US - with a high degree of chaos - increase China’s standing globally as the Chinese political system might be seen as more stable?

Wang Wen: China's global status has been continuously improving in recent years, and Trump 2.0 will continue to promote the enhancement of China's soft power and international status. In the past 75 years, especially in the past 35 years, under the leadership of the same political party, without blindly copying the Western political model, China has achieved a "rise without crisis", "rise without war", and "rise without chao", which is an important manifestation of the stability and greatness of China's political system. The world, especially the West, still lacks a fair evaluation of China's political system.

Information: You compare Trump 1.0 to a"mischievous child" and Trump 2.0 to a "menopausal patient" - In Europe there is a great anxiety that Trump will create a huge amount of disruption, also on a global scale. Can you explain why you think that there is not the same amount of concern in China and elsewhere?

Wang Wen: China and other places are also concerned about the madness and destruction of Trump 2.0 as a "menopausal patient". But China's concerns will not be like Europe's, because in the past decade, China's economic operation, international trade, technological dependence, energy transformation and other aspects have all shaken off its dependence on the United States. For China, the United States remains the most important foreign country, but its importance is declining. The impact of Trump 2.0 on China is far less significant than on Europe. Europe's excessive dependence on the United States is reaping its own consequences.

Information: Trump is shuttering USAid and has signed an executive order to leave the WHO. And he will likely continue to withdraw from international agreements. Is this a development that could be to the advantage of China - in the sense that it can give China more space to gain influence and enhance relations and cooperation with countries around the world, especially in the Global South?

Wang Wen: The Chinese people will express regret, pity and emotion for Trump's withdrawal. The United States is no longer like a superpower, but rather an irresponsible regional country. China does not believe that Trump 2.0 doing so would be very advantageous. The international system without the United States has shortcomings and incompleteness. China hopes that everyone can cooperate and work together to make up for the loopholes in the international system without the United States.

Information: Trump is threatening tariffs against European nations (and has also voiced threats towards Denmark concerning Greenland). Do you see any signs that this development could push Europe and the EU towards China and trying to build a closer relationship with China? Will Trump’s actions make it easier for China to put a wedge between the USA and Europe? In latter years EU has been following in the foot steps of the US concerning China and there’s been a more and more critical view of China in Europe - do you think that more conflict between the EU and the US can reverse this trend?

Wang Wen: China has always hoped to maintain better relations with Europe and the European Union. In fact, in recent years, China Europe trade has continued to grow. Bilateral trade creates millions of jobs for each party. China and Europe have no fundamental strategic contradictions, no border conflicts, no ethnic frictions, and no structural differences. They deserve better relations. Unfortunately, there are still many politicians in Europe who rely too much on the United States. They are like babies raised by the United States and have not yet severed their umbilical cord with the United States. I think Trump 2.0 will push China and Europe closer in certain areas, but only when some European politicians abandon their prejudices, arrogance, and ignorance towards China, will China Europe relations usher in a better tomorrow.

Information: Will China be willing/able to fill the vacuum left by the US globally? And what does China hope to gain from this development?

Wang Wen: If you are referring to the so-called "vacuum" as American hegemony, China is definitely unwilling to fill it. In fact, China has never been willing to become the future world leader, and China may not have enough ability and ideas to lead the world. In the next four years, China will maintain stability in its foreign policy and national development. And China's stability is the greatest contribution to the world. For Trump 2.0, China's biggest hope is to minimize the impact and uncertainty of Trump 2.0.

Information: What are the biggest possible negative sides of the new Trump presidency in the eyes of China and the Chinese government?

Wang Wen: The biggest negative factor of Trump 2.0 is that the world is in a state of high uncertainty. You never know what Trump will say or do in the next minute. From this point of view, the Chinese people, Chinese enterprises and the Chinese government are all preparing for the worst and, of course, striving for better results.

Information: finally, please add if there's something else that you think is important to notice regarding the Trump presidency's effect on China, the relationship between China and the US and China's standing in the world.

Wang Wen: China is making every effort to respond to the impact of Trump 2.0 and defend its national interests from harm by taking the lead. Trump imposes tariffs, China will retaliate. If Trump takes other unfavorable actions towards China, China will also retaliate. If Trump is willing to promote cooperation with China, China will also actively cooperate. In short, China has sufficient experience and strength to respond to Trump 2.0. Trump 2.0 cannot stop China's continued rise.
