主讲嘉宾介绍:帕斯卡尔·拉米,出生于1947年4月8日,是一位法国政治顾问和商人。拉米于2005年9月担任世界贸易组织总干事,于2009年成功连任,直到2013年9月退休。在担任世贸组织总干事之前,他也曾出任欧盟委员会贸易事务委员。在这期间,因主张发达国家应消除贸易壁垒、放宽对发展中国家的市场,拉米赢得了广大发展中国家的称赞。

  作为贸易专家,拉米先生对于全球贸易的发展有着深刻的理解和分析。他认为,世界贸易是经济全球化的重要组成部分,它促进了市场竞争,从而调整生产体系和资源配置。贸易开放是行之有效的,可以减少距离、贸易保护、不同程度的消费者保护等一系列贸易壁垒。但高效的同时也伴随着残酷的国家间经济贸易利益的争夺,以及贸易合法性等挑战。因此,为了使各国在贸易开放中共赢,需加强国家治理和全球治理,为开放贸易创造更有力的国内外环境。

  Pascal Lamy: The Challenges of World Trade


  Former Director-General of the World Trade Organization (WTO)


  Keynote speaker: Pascal Lamy (born 8 April 1947) is a French political consultant and businessman. He was the Director-General of the World Trade Organization until 1 September 2013. His appointment took effect on 1 September 2005 for a four-year term. In April 2009, WTO members reappointed Lamy for a second four-year term, beginning on 1 September 2009. Pascal Lamy was also European Commissioner for Trade and while in the office, he pushed for a new Doha round of world trade talks and advocated reform within the WTO, a proposal which was well received by many developing countries. He is currently advisor to Poul Nyrup Rasmussen, President of the European Socialist Party. He is also Honorary President of of “Notre Europe”, a think tank working on European integration.


  As the trade expert, Mr. Lamy has a profound understanding and analysis on the development of global trade. He said that world trade is an essential component of globalization. Because it fosters competitive pressures, thus reshuffling production systems, opening trade is both efficient and painful. Opening works by reducing obstacles to trade such as distance, protection of national producers, differences in protection of consumers. But trade opening also raises legitimacy issues if its social impact is not taken care of.Hence, for trade opening to benefit to all, conditions must be met that have to do with international as well as with national governance.
