6月8日T20贸易与投资会议在日内瓦召开

2016年6月8日,二十国集团智库会议(Think 20,T20)系列活动之贸易与投资会议在瑞士日内瓦世界贸易组织(WTO)顺利召开。此次会议由中国外交部授权的三家T20牵头单位中国社会科学院世界经济与政治研究所、上海国际问题研究院、中国人民大学重阳金融研究院联合主办,并作为WTO贸易对话系列的一部分,由世界经济与政治研究所具体负责筹办。此次会议的当地主办方是贸易与可持续发展中心(ICTSD)、国际贸易、发展和经济治理咨询中心(IDEAS Centre)。

  此次T20贸易与投资会议的主题是“全球贸易与投资合作:开放、包容和增长”。世界经济与政治研究所所长张宇燕、ICTSD首席执行官里卡多·奥尔提斯(Ricardo Meléndez-Ortiz)、IDEAS Centre董事会主席尼古拉斯·英博登(Nicolas Imboden)分别致开幕词。张宇燕所长在致辞中引用孔子的名言:“己欲立而立人,己欲达而达人”,希望G20乃至整个人类社会都以此作为追求的目标。在张宇燕所长的主持下,WTO总干事罗伯托·阿泽维多(Roberto Azevêdo)和中国常驻WTO代表、特命全权大使俞建华分别发表主旨演讲。


  阿泽维多先生在演讲时阐述了WTO最近几年取得的进展、多边体制和区域协定的关系、WTO遇到的困难、二十国集团(G20)尤其是中国任G20主席国期间为推进多边体制所作的贡献、对智库的期待等。俞建华先生在主旨演讲中阐述了中国在G20中为贸易与投资议题所做的努力以及具体内容,并表达了对T20的期待。


  此次贸易与投资会议按照主办方设置的四个议题进行讨论,分别是:1、强化多边贸易体制:新进展和未来行动,2、 思考多边体制和区域发展:相容性和透明性,3、激活全球贸易增长:趋势和措施,4、贸易与投资政策协调和全球投资合作:进展和机制。来自世界各地知名智库和高校的21位发言嘉宾就以上议题发表精彩演讲。


  世界经济与政治研究所所长助理宋泓在议题三中发表演讲,世经政所国际贸易研究室主任东艳主持了议题四的讨论。国际贸易室李春顶、倪月菊、马涛、苏庆义和国际投资室韩冰参与了会议讨论并参与会议组织工作。上海国际问题研究院陈友骏和人大重阳相均泳也参会讨论。


  此次会议提高了T20系列活动的国际影响力。一般而言,WTO很少举办以学者为主要参与者的高规格学术性会议。作为中国智库的代表,世界经济与政治研究所走出去办会,在整个会议组织过程中,主导议题设计,还邀请到WTO总干事和中国常驻WTO代表、特命全权大使出席会议并发表主旨演讲。这充分体现了此次会议的高规格,受到与会者的高度评价。参与嘉宾均来自世界知名智库和高校,如美国彼得森国际经济研究所、德国基尔世界经济研究所、国际货币基金组织(IMF)、联合国贸发会(UNCTAD)、泛美银行(IDB)等。除中国学者外,参会嘉宾还包括来自土耳其、韩国、瑞士、意大利等国的学者。在会议进行期间,部分驻WTO大使也参与会议,并积极参与讨论。WTO官网还报道了此次会议的情况。

What lessons can be learned from the WTO`s successful Trade Facilitation Agreement or expanded Information Technology Agreement?
