近百位美前高官和专家联名呼吁美中合作抗疫

美国智库亚洲协会中美关系中心和加利福尼亚大学圣迭戈分校21世纪中国研究中心联合发表题为《拯救来自美国、中国和全球的生命》的声明。近百位美国前政府高官、专家学者呼吁特朗普政府与中国开展合作,共同抗击新冠疫情。

编者按:4月3日,美国智库亚洲协会中美关系中心和加利福尼亚大学圣迭戈分校21世纪中国研究中心联合发表题为《拯救来自美国、中国和全球的生命》的声明。近百位美国前政府高官、专家学者呼吁特朗普政府与中国开展合作,共同抗击新冠疫情。此前,100名中国学者联名在《外交家》网站向美国人民发出百名中国学者致美国各界人士的公开信,呼吁两国搁置分歧,共同抗击新冠疫情。

声明的中文翻译全文如下:


当今世界正处于百年一遇的全球卫生疫情大流行之中,威胁着数十亿人的生命和生计。这种冠状病毒跨越国界和国籍,在发现疫苗之前,任何一个国家的一群病例都将危及世界各地人民的健康和安全。正因为如此,世界各国的命运从未如此明确地联系在一起,也从未如此迫切地需要美国的领导和有目的的国际协调。


我们面临的最紧迫任务是在国内地方、州和联邦各级发起一场更有效的运动,阻止疾病的传播并保护我们最脆弱的人群。除了解决我们自身的缺点,美国必须与盟国和朋友合作,一起迎接冠状病毒的共同挑战,领导一个更广泛的全球努力控制,在国外战胜病毒,特别是在非洲、拉丁美洲和亚洲其他地区的发展中国家,否则他们将会遭受这种疾病的肆虐。


没有美中两国之间的某种程度的合作,任何抗击冠状病毒的努力,无论是在国内拯救美国人的生命,还是在国外抗击这种疾病,都不会取得成功。中国的工厂可以生产对抗病毒所需的防护装备和药品;医务人员可以分享其治疗该病的宝贵临床经验;它的科学家可以与我们合作,开发出消灭疾病急需的疫苗。通过20国集团这样的论坛,美国可以努力制定一个全球共同应对的框架,将中国和其他国家联合起来共享相关科学数据;比较最佳医疗实践;协调努力,加快医疗用品的生产和分配;协调疫苗和治疗研究、试验、生产和分配的资金和临床试验。我们的目标应该是在国内外以人人都负担得起的代价消灭这种疾病。


尽管最近在抗疫方面取得进展,中国在应对冠状病毒方面还有很多需要回答的问题:最初的掩盖;持续缺乏透明度;未能与美国和国际医疗当局全面合作;其公然的宣传攻势将危机归咎于美国。未来的揭露可能会引发更多的问题。尽管如此,我们这些署名人认为,合作的逻辑是令人信服的。


华盛顿和北京最近采取的步骤表明,两国政府都认识到这一时刻的重要性,并正在共同采取一些初步步骤。这项声明的目的是鼓励朝这个方向采取进一步的步骤,并表明两党对这种合作有广泛的支持。正是本着这种精神提出了这一声明。
