“全球治理倡议”将造福非洲

谢谢中国驻卢旺达大使馆的邀请,让我来谈一谈“全球治理倡议”对非洲的影响。大家都知道,这已是中国提出的第4个全球倡议,分别是全球发展倡议、全球安全倡议、全球文明倡议和今年9月在上海合作组织峰会上,习近平主席提出的全球治理倡议。
有人说,中国提那么多倡议,是没有用的!这种说法是非常错误的。倡议代表着想法,想法决定着行为。当特朗普总统提出“美国第一”时,美国一定会采取越来越多的单边主义行动。而当中国提出“全球倡议”时,则代表着中国希望在发展、安全、文明和治理方面与各个国家进行多边主义合作。
现在的世界处在一场危机中。如果把危机比成一场暴雨时,只有少数人有伞,是解决不了问题的。中国的办法是,团结大家一起建造坚固的、每个人都能避雨的亭子。中国提出的“全球治理倡议”,就是希望邀请包括非洲在内的所有国家,一起来设计、建造这样一种能够应对世界危机的“亭子”。
全球治理倡议的核心精神是“共商、共建、共享”,这与非洲联盟《2063年议程》的精神高度契合。它不是要把某种模式强加给非洲,而是为了共同应对挑战,抓住发展机遇。
让我给大家分享三个故事。
故事一:
“想象一下,肯尼亚的农民种植了优质咖啡豆,但因为高昂的国际运费、复杂的贸易壁垒而无法将产品卖到更远的地方。怎么办?
现在,全球治理倡议所倡导的“开放型世界经济”,正是要解决这些困难。过去十年,中国在肯尼亚建造蒙内铁路,将肯尼亚首都内罗毕到蒙巴萨港的货运时间从3天缩短至约6小时,极大降低了贸易成本,让商品流动更便捷,直接服务于非洲的工业化梦想。据世界银行报告,蒙内铁路推动肯尼亚GDP增长约1.5%。
在全球治理倡议的推动下,类似这样改善基础设施、促进互联互通的事例会越来越多。截至目前,中国已为非洲新增和升级铁路超1万公里、公路近10万公里、港口近百个,培养各类技术人才超过10万人,解决了数百万人的用电需求,搭建起支撑非洲一体化的交通能源网络基础。
越来越多的现代化港口、铁路和公路网络,将会极大地推动非洲大陆形成一个统一的大市场,甚至是自由贸易区(AfCFTA),如果AfCFTA全面实施,预计到2035年,将使3000万非洲人摆脱极端贫困,并推动非洲内部贸易增长超过80%。全球治理倡议所倡导的合作,正是要帮助非洲实现这个“自己的梦想”。
故事二:
“当下一场疫情来袭时,非洲怎么办?”
病毒没有国界。在西方大国囤积疫苗时,是谁第一时间向非洲伸出了援手?是全球合作的精神,而不是“疫苗民族主义”,帮助我们度过了最困难的时刻。中国向非洲提供了超过2亿剂新冠疫苗,并在埃及、阿尔及利亚等国合作生产疫苗10亿剂。
中国政府援建的非洲疾控中心总部大楼于2023年初在埃塞俄比亚竣工。我今年8月份刚刚去过,非常先进的大楼。这正是全球治理倡议中“推动全球公共卫生治理”承诺的具体体现。它帮助非洲建立自己的“抗疫指挥部”,提升了整个大陆的公共卫生应对能力。
故事三:
在国际会议上,我们常常看到一些国家的声音被淹没。全球治理不是少数几个国家的‘私人俱乐部’,而是必须能听到所有人的声音。”
在联合国安理会改革,中国明确主张应优先增加非洲国家的代表性和发言权。在应对气候变化的进程中,中国始终坚持“共同但有区别的责任”原则,要求发达国家为历史和现实排放负责,为非洲提供资金和技术支持。
与此同时,中国也在非洲大力发展绿色能源。这恰恰是全球治理倡议强调的“国际关系民主化”,就是要改变由西方主导的旧秩序。
当然,我曾去过非洲10多个国家,尽管我还没有去过卢旺达。我知道,随着中国在非洲影响力变大,一些批评的声音也出现。我们欢迎有建设性的批评,但是,那些跟随着西方逻辑抹黑中国形象的声音,我们是不接受的。
试问那些抹黑中国的人:你们难道还需要被西方殖民吗?难道还希望像黑奴那样被贩卖吗?难道还想继续被西方歧视吗?
中国作为正在崛起的全球强国,绝不会干殖民、贩卖奴隶、种族歧视的事情。当然,没有任何一个国家是完美的国家,中国要做的,恰恰是通过推出四大全球倡议,努力为这个世界做出更大的贡献,同时也与非洲一起共同创造更好的未来。
朋友们,全球治理倡议不是一个“给予”的计划,而是一个“共同创造”的邀请。
从20世纪50年代的坦赞铁路,再到2017年开通的蒙内铁路,再到非洲疾控中心的大楼,以及气候谈判中我们共同的呼声,全球治理倡议正在勾勒一幅更大图景——一个更加公平、更有韧性、真正属于全人类的未来。
最后再做一个广告,我所在的中国人民大学全球领导力学院,今年招收了来自南部非洲6个国家的30多名优秀人才来攻读硕士、博士学位,我们期待更多卢旺达的精英来攻读。我也很期待能够去卢旺达学习。

The "Global Governance Initiative" Will Benefit Africa

Thank you for the invitation from the Chinese Embassy in Rwanda. Let me discuss the impact of the "Global Governance Initiative" on Africa.
As you all know, this is China's fourth global initiative. They include the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative proposed by President Xi at the Shanghai Cooperation Organization Summit in September of this year.
Some say that China's numerous initiatives are useless! This is completely wrong. Initiatives represent ideas, and ideas determine behavior. When President Trump advocates "America First," the United States is bound to take more unilateral actions. When China proposes "Global Initiatives," it signals its desire for multilateral cooperation with all countries on development, security, civilization, and governance.
The world is currently in crisis. If we compare a crisis to a rainstorm, where only a few people have umbrellas, the problem will not be solved. China's approach is to unite everyone to build sturdy shelters that can provide shelter for everyone. China's proposed "Global Governance Initiative" invites all countries, including Africa, to collaborate in designing and building these "pavilions" capable of responding to global crises.
The core spirit of the Global Governance Initiative is "joint consultation, joint contribution, and shared benefits," which aligns closely with the African Union's Agenda 2063. It is not about imposing a particular model on Africa, but about jointly addressing challenges and seizing development opportunities.
Let me share three stories with you.
Story 1: "Imagine Kenyan farmers growing high-quality coffee beans, but unable to sell their products further afield due to high international shipping costs and complex trade barriers. What can be done?"
The "open world economy" advocated by the Global Governance Initiative aims to address these challenges. Over the past decade, China has built the Mombasa-Nairobi Railway in Kenya, reducing freight travel time from Nairobi, the capital of Kenya, to the port of Mombasa from 3 days to about six hours. This has significantly reduced trade costs, facilitated the flow of goods, and directly served Africa's dream of industrialization. According to a World Bank report, the Mombasa-Nairobi Railway has boosted Kenya's GDP by approximately 1.5%.
Driven by the Global Governance Initiative, similar examples of improving infrastructure and promoting connectivity will continue to increase. To date, China has added and upgraded over 10,000 kilometers of railways, nearly 100,000 kilometers of roads, and nearly 100 ports in Africa. China has trained over 100,000 technical professionals, met the electricity needs of millions of people, and established the transportation and energy network foundation supporting African integration.
The growing network of modern ports, railways, and roads will significantly promote the formation of a unified African market and even a free trade area (AfCFTA). If fully implemented, the AfCFTA is expected to lift 30 million Africans out of extreme poverty by 2035 and drive intra-African trade growth by over 80%. The cooperation advocated by the Global Governance Initiative is precisely to help Africa realize this "dream of its own."
Story 2: "What will Africa do when the next pandemic strikes?" "
Viruses know no borders. When Western powers were hoarding vaccines, who was the first to lend a helping hand to Africa? It was the spirit of global cooperation, not 'vaccine nationalism,' that helped us through this most difficult time.
China has provided over 200 million doses of COVID-19 vaccines to Africa and is collaborating with Egypt, Algeria, and other countries to produce 1 billion doses. The Africa CDC headquarters building, built with Chinese government assistance, was completed in Ethiopia in early 2023. I just visited it in August of this year. It's a state-of-the-art building. This is a concrete manifestation of the Global Governance Initiative's commitment to "promoting global public health governance." It has helped Africa establish its own "anti-pandemic command center" and enhanced the continent's public health response capacity.
Story 3: At international conferences, we often see the voices of some countries being drowned out. Global governance is not a 'private club' for a few countries; everyone's voice must be heard."
In UN Security Council reform, China explicitly advocated prioritizing increasing the representation and voice of African countries. In addressing climate change, China has consistently adhered to the principle of "common but differentiated responsibilities," demanding that developed countries account for historical and current emissions and provide financial and technical support to Africa. At the same time, China is also developing green energy in Africa. This is precisely the "democratization of international relations" emphasized by the Global Governance Initiative, which aims to change the old Western-dominated order.
Of course, I have visited over 10 African countries, though I haven't been to Rwanda yet. I understand that as China's influence in Africa grows, some critical voices have emerged. We welcome constructive criticism, but we do not accept those who follow Western logic and demonizeChina's image.
Let me ask those who demonize China: Do you still need to be colonized by the West? Do you still want to be trafficked like black slaves? Do you still want to continue to be discriminated against by the West?
As a rising global power, China will never engage in colonization, slavery, or racial discrimination. Of course, no country is perfect. What China needs to do is to strive to make greater contributions to the world through the launch of the four major global initiatives, and to work with Africa to create a better future.
Friends, the Global Governance Initiative is not a "gift" program, but an invitation to "co-creation."
From the Tanzania-Zambia Railway in the 1950s to the Mombasa-Nairobi Railway, which opened in 2017, to the Africa CDC building, and to our shared voice in climate negotiations, global governance initiatives are charting a larger picture—a future that is fairer, more resilient, and truly belongs to all humanity.
Finally, let me make a final announcement. This year, the School of Global Leadership at Renmin University of China, where I work, has admitted over 30 outstanding students from six southern African countries to pursue master's and doctoral degrees. We look forward to welcoming more Rwandan elites to our program. I, too, look forward to studying in Rwanda.
