BBC专访:中美俄三国元首峰会是有可能的

在不久的将来,中国、美国和俄罗斯领导人举行峰会是很有可能的。

BBC:让我们欢迎王文教授,他是中国人民大学重阳金融研究院的院长。王文教授,很高兴能听到您的见解。从中国的角度来看,此次上海合作组织峰会希望实现什么目标?

王文:我认为这次峰会对于上海合作组织成立25周年具有非常重要的意义。众所周知,在过去的25年里,上海合作组织已从一个区域性组织,发展成为一个全球性的多边对话平台。上合组织极大地促进了全球安全与治理。例如,通过维护地区稳定,中欧班列、中吉乌铁路等互联互通项目切实惠及各国;而数字化、绿色和农业项目,则惠及了普通民众。这些数不胜数的务实合作成果,是其他地缘政治手段无法实现的。

更重要的是,在过去25年里,在世界走向分裂与对抗的背景下,上合组织用实践证明:不同制度、不同文明的国家,在没有军事同盟的情况下依然能够实现互信与共赢,为非对抗性多边主义提供了现实范例。我认为这真的很了不起。

BBC:说到多边主义,俄罗斯外交政策顾问乌沙科夫透露,习近平主席和普京总统在上合组织峰会上讨论了中美俄三方峰会形式,届时他们将与美国总统同时会晤。您对此有何看法?

王文:我认为在不久的将来,中国、美国和俄罗斯领导人举行峰会是很有可能的。事实上,今年出现的许多迹象都印证了这一点。今年2月,中国国家主席习近平在同一天分别与普京总统和特朗普总统通了电话;5月中旬,特朗普总统和普京总统在同一周内相继访问了北京。11月亚太经合组织峰会将在中国深圳举行,特朗普总统和普京总统都将出席,因此,举行中美俄三国元首峰会是极有可能的。12月,G20峰会将在美国佛罗里达州举行,这三位领导人可能会在同一天、同一座城市再次举行三方峰会。

因此,我认为这代表了一种新的大国协调模式。我们正在迎来“后雅尔塔时代”,但这并不是某种G3,而是标志着“后冷战时代”的终结。各大国正在寻求一种新的互动模式和全球治理模式,在这个模式下,我认为英国和欧洲也能发挥新的作用。

BBC:王文教授,请简要谈一下——习近平主席将在本次峰会结束后前往埃及,他此行将力求取得什么成果?

王文:我认为这也是一次非常重要的访问。继习近平主席2016年访问埃及,推动共建“一带一路”倡议同埃及“2030愿景”深度对接,我认为过去十年是中埃关系战略价值持续提升的黄金十年。我认为这次访问将促进双边关系,不仅是在双边层面,还将把双边合作的成功经验,向整个阿拉伯世界、非洲大陆和更广泛的全球南方推广。

BBC: Well, for more, we can speak with Wang Wen. He's professor and Dean of Chongyang Institute for Financial Studies at Renmin University. Wang Wen, always good to get your thoughts. From Beijing's perspective, what does this summit look to achieve?

Wang Wen: I think this is a very important summit for marking the 25th anniversary of the Shanghai Cooperation Organization. As we all know, over the past 25 years, the Shanghai Cooperation Organization, or SCO, has evolved from a regional organization into a global multilateral dialogue platform. The SCO has greatly promoted global security and governance. For example, by maintaining regional stability, the China-Europe Railway Express, the China-Kyrgyzstan-Uzbekistan Railway, among other connectivity initiatives, have tangibly benefited all countries. And digital, green and agricultural projects have benefited ordinary people. These numerous practical cooperation achievements are something that other geopolitical tools cannot achieve.

So more importantly, over the past 25 years, against the backdrop of a world moving towards division and confrontation, the SCO has demonstrated through practice that countries with different systems and different civilizations can still achieve mutual trust and win-win results without military alliances, providing a real-world example of non-confrontational multilateralism. I think this is truly remarkable.

BBC: Speaking of that multilateralism, Russian foreign policy aide Ushakov has revealed that President Xi Jinping and President Putin discussed a China-US-Russia summit format at the SCO, where they would meet simultaneously with the US President. Your thoughts?

Wang Wen: I think a summit between the leaders of China, the US and Russia is possible in the near future. In fact, many signals this year are proving this. In February, Chinese President Xi Jinping spoke on the phone with President Putin and President Trump on the same day. In the middle of May, President Trump and President Putin visited Beijing within the same week. And I don't know whether you know, in November the APEC summit will be held in Shenzhen, China. President Trump and President Putin will both attend, making a trilateral summit between the leaders of China, the US and Russia highly likely. In December, the G20 summit will be held in Florida, USA. The three leaders could again hold a trilateral summit on the same day in the same city.

So I think this represents a new model of great‑power coordination, ushering in the post-Yalta era. However, I think this is not G3, but rather signifies the end of the post-Cold War era, with major powers seeking a new model of interaction and global governance. In this model, I think the UK and Europe could also play new roles.

BBC: And Wang Wen, just very quickly—President Xi heads to Egypt after this summit. What will he be looking to achieve there?

Wang Wen: I think this is a very important visit too. Following President Xi's 2016 visit to Egypt, which aligns the Belt and Road Initiative with Egypt's Vision 2030 strategy. So I think the past decade has been a golden decade of continuous upgrading of the strategic value of China-Egypt relations. So I think this visit will promote the bilateral relationship, not only bilaterally, but also promote a successful experience of bilateral cooperation to the entire Arab world, the African continent, and the wider Global South.
