今日俄罗斯：与我们连线的是中国人民大学重阳金融研究院院长。此刻是北京时间是晚上10点25分。王文教授，很抱歉让您这么晚还没休息。非常感谢您做客今日俄罗斯电视台国际频道，我们一直很欣赏您的评论。中国财政部表示，美国在玩数字游戏，我想知道这是什么意思？另外，您认为这种关税升级会一直持续下去吗？毕竟总有个临界点，对吧？

王文：这反映了中国保持战略定力、战略耐力与战略克制，聚焦做好国内的事情，不愿意与美国再玩这些数字的游戏。实际上我认为，特朗普给中国加征超过100%的关税，是完全没有意义的。因为与此同时，特朗普还试图推迟对其他国家商品加税，意在围堵中国，这个招数也是愚蠢的。我认为那只会鼓励转口贸易，美国需要中国商品。这只会导致其他国家更多地买中国商品，然后卖给美国消费者，最终还是美国消费者承担了关税。

今日俄罗斯：没错，我完全同意。说到底，这些关税只会像滚雪球一样转嫁给普通纳税人，遭殃的不是那1%的顶层富豪，而是街头巷尾的平民百姓。王教授，现在美国有些声音说中国已被孤立，特朗普声称有无数贸易伙伴排着队要“拍我马屁”。用他的话说“他们拍我马屁，迫切地想要达成一项贸易协议”。王文教授，您觉得这些说法靠谱吗？

王文：特朗普显然在撒谎，且每天都在制造谎言。实际上，特朗普已成为世界的公敌。一方面，迫使中国与欧盟团结起来，共同捍卫多边主义国际秩序。另一方面，大多数国家都在维护自身利益。这说明，特朗普这一轮关税战已经失败了。美国输掉了国家形象，美国政府失去了公信力。美国软实力在快速衰弱，可以说，特朗普已经彻底失败。

今日俄罗斯：这个评价很犀利，教授。我不会在这点上质疑您，因为坦白说，很多人都有这想法。但请您帮我们理清楚，这次特朗普基本上是在跟中国重启关税战对吧，因为2017年他就这么干过，结果吃亏的是美国人。现在他又要重蹈覆辙，这是自大、过度自信还是缺乏远见呢？为何会再次看到这种局面？

王文：特朗普根本没有真正的朋友。不仅他的同事，就连他身边的人也都对他阳奉阴违，不说真话。从股市就能看出端倪，中国股市保持着稳定和上涨的趋势，反观美国股市却在快速下跌。股市代表着社会的预期，特朗普应该清醒认识自身处境，他已经失败了，只能说这家伙实在愚蠢。

今日俄罗斯：还有一个问题，我们是否都应该做好最坏打算？还是说您能看到和平解决的曙光？

王文：从中国角度来看，我认为中国已经做好了应对最坏情况的准备。在中国，这次特朗普关税，让人们想到了1950年代的朝鲜战争，那个时候，中国没有海军、没有空军，但是，美国仍然被中国人赶回了“三八线”。现在，中国已是世界第二大经济体，中国制造业总量是美国的2倍。因此，我认为中国更不可能做出让步，全体中国人民将空前团结。可以说，特朗普激发了中国人无穷的民族主义。

RT : the Dean of the Chongyang Institute for Financial Studies, Renmin University, joining us live from Beijing at about 10:25 pm. Sorry to keep you up so late. Dr. Wen. Thank you very much for joining us here on the RT International always appreciate your commentary. The Chinese Finance Ministry is saying that America is playing the numbers game. I'd like to know what that means. Also, do you think this whole tariff escalation can go on indefinitely?

Wang wen : There must be a breaking point somewhere along the line, right? I think these reflect China now maintains strategic determination, strategic endurance, strategic restraint, focuses on doing well in domestic affairs, so that’s why China now we don’t want to play these numbers games with the United States again. So actually, let me explain to you. In fact, it is completely meaningless for Trump to impose tariffs of over 100% on China. Cause simultaneously, Trump is also attempting to delay tariffs on goods from other countries in order to contain China. I think this trick is also foolish. Let me explain cause that will only encourage transit trade. Cause the United States needs Chinese goods. So that will encourage the other countries buy Chinese goods and then sell to America. So I think in the end, it will be American consumers who bore the tariffs.

RT : Yeah, I think it's exactly right. I think most analysts are correct when they say, at the end of the day, these tariffs are only gonna roll down hill and hit the everyday taxpayers. It's not the Top 1% getting hit. It's the everyday Joes and Janes getting hit. There are some voices Dr. Wen in America saying China is now isolated. Meantime, Trump says there are countless trading partners lining up, as Trump said, “to kiss my ass”. He said “they wanna kiss my ass, they wanna make a deal so badly”. How plausible are these statements, Dr. Wen?

Wang wen : I think it's very obvious that Trump now is lying. Every day he is lying. In fact, now Trump has become the public enemy of the world. On the one hand, he is forcing China and the EU to unite and jointly defend the multilateral international order, while also most of the countries we defend our owner interest, This indicates that Trump's current round of tariff war has failed. The U.S. now has lost its national image, and the US government has lost its credibility. And also the soft power of the U.S. is declining very quickly. So now, Trump is failed.

RT : That's a strong comment, doctor. And I'm not gonna challenge you on that, though, because your sentiment you're not alone with that sentiment, frankly, but help me understand this. All right. So trump has basically rejuvenated a new tariff war with China, because back in 2017, he did this, right? It didn't go too well for America back in 2017. Now he's trying it again. Is it a case of, I don't know, hubris, overconfidence, poor eyesight？Why are we seeing this again?

Wang wen : Yeah, I think Trump has no real friend. Not only they are a colleague, but also he is beside people, didn't tell him the truth. And on the other hand, in China, we can see in China’s stock market, the Chinese stock market has maintained a very stable and upward trend. On the contrary, the American stock market declined very quickly. So that means the social expectations. So I think Trump should recognize himself very clearly, but he failed, I think he's very stupid.

RT : Just very quickly talk to Dr. Wen. Just I mean look, a simple question, Should we all be preparing for the worse? Or do you see some kind of peaceful resolution on the horizon?

Wang wen :  Well in China side I think that now China prepare the worst condition happened. Of course we prepared. Actually in China more and more Chinese people, they remind of the Korean War in the 1950s, cause that time China has no navy, no air force, but China defeat the United States in Korean War. Now, China is the world's second largest economy with a total manufacturing value twice that of the United States. So I think all the Chinese people will united very strongly and the Chinese are more unlikely to yield. So I think Trump has inspired nationalism of the Chinese people.
