On June 25, 2021, Wang Wen, executive dean of Chongyang Institute for Financial Studies at Renmin University of China (RDCY), was invited to attend the Inner Mongolia Autonomous Region CPPCC policy briefing in Hohhot and gave a keynote speech on "deepening the opening-up under the dual circulation." Li Xiuling, Secretary of the Party Leadership Group and Chairman of the Inner Mongolia Autonomous Region CPPCC attended the briefing. Huang Zhiqiang, Vice Chairman of the Inner Mongolia Autonomous Region, briefed the public on the opening up of the autonomous region. Luo Zhihu, Deputy Secretary of the Party Leadership Group and Vice Chairman of the Inner Mongolia Autonomous Region CPPCC moderated the meeting. More than 150 members of the CPPCC Party group, Chairmen's Conference, and CPPCC members attended. Over 10,000 local CPPCC members and officials participated in the briefing online from 12 league cities and 103 counties in the autonomous region.



Wang Wen, executive dean of RDCY, gave a speech focusing on "deepening the opening-up under the dual circulation." For starters, He touched upon multiple perspectives such as "the Belt and Road Initiative"(BRI), "Dual Circulation" and "30 to 60 Goals". He then analyzed the accelerating change of the post-pandemic world and the rapid formation of the "Dual Circulation" pattern. He also reviewed past achievements of the BRI and its exceptional growth. Wang examined the trend of decline of American hegemony and the future of Sino-US relations. Moreover, Wang expressed the need to achieve "peaking carbon dioxide emissions" and "carbon neutrality," which could potentially force economic restructuring, and put forward many valuable suggestions for the future development of Inner Mongolia. Wang suggested that China's carbon reduction transformation is under tremendous pressure. Inner Mongolia should keep up with the new situation of opening up, make full use of the policy advantages given by the state, seize the opportunity of "peaking carbon dioxide emissions, carbon-neutral" to transform and upgrade its industrial structure to truly build inner Mongolia into a bridgehead of new opening up. Wang pointed out that the essence of the new development pattern of "dual circulation" is high-quality independent and high-level opening-up to the outside world, which should be upgraded and strengthened from the aspects of science and technology, resources, trade, service, finance, and talents. At the same time, he also shared some interesting changes found in the global research over the past eight years, such as the shift from pride to anxiety expressed by Americans towards their country and the change in the attitude of Westerners towards the so-called "democratic" system from self-confidence to skepticism.



The lesson for the west, Wang says, is that reform is always on the way, and there is no one-size-fits-all system, and the Chinese Communist Party is the party most daring to reform and innovate. Citing the development of the digital economy as an example, he expressed optimism about China's sustained medium-high speed development. In the end, he pointed out that if Inner Mongolia takes a long-term view, dares to make mistakes, and innovate, it will make important contributions to the high-quality development of China's energy sector and green transformation.
