During the "14th Five-Year Plan" period, how will China's new mode of economic and social development rise in adversity?

On March 22, 2021, the Seminar on "Internal and External Situations During the 14th Five-Year Plan" & Research Report release Conference (co-sponsored by Chongyang Institute for Financial Studies, Renmin University of China and Xiangshan Hall) was successfully held. Fang Ning, fellow researcher of the Institute of Political Science, Chinese Academy of Social Sciences, delivered a keynote speech. Huang Ping, director of the Taiwan, Hong Kong and Macao Research Center of the Chinese Academy of Social Sciences, executive vice president of the Chinese Academy of Sciences in Hong Kong; Yang Ping, President of Beijing Cultural Reviews and Chiarman of Xiuyuan Foundation; Cheng Yawen, professor of the School of International Relations and Public Affairs of Shanghai International Studies University participated in the guest discussion. The seminar was simultaneously broadcast live on multiple platforms such as Xiao E Tech, Baidu, Bilibili, Weibo, China.org.cn, and Capital News. Nearly 200,000 people watched it online. The conference was moderated by Yang Qingqing, Assistant Dean of Chongyang Institute for Financial Studies, Renmin University of China (RDCY).



Fang Ning, fellow researcher of the Institute of Political Science, Chinese Academy of Social Sciences said in his keynote speech that in order to cope with the opportunities and challenges brought by the new mode of China's economic and social development during the 14th Five-Year-Plan, it is necessary to proceed from China's basic conditions which are as follows:


First, from the perspective of the international situation, the current difficulties in China's external and surrounding environment will continue to exist, and the strategic landscape for "going global" and the "Belt and Road" Initiative will be squeezed. In response to changes in the world economic structure and situation, China has proposed new development ideas and strategies for the “Belt and Road” and formed an international initiative. However, the West and neighboring countries are more skeptical and rejecting China's "Belt and Road" initiative. In 2020, COVID-19 has further worsened the international situation and increased the difficulties of China's foreign economic, social, and cultural exchanges.


Second, judging from the domestic situation, since the reform and opening up, China's economy has developed by leaps and bounds. From the experience of countries around the world, after the completion of the take-off stage of industrialization and urbanization, China will hit a plateau of gentle development, that is, a period of economic development from high-speed growth to medium-low growth. Under the system of high-quality development, especially innovation-driven development, a series of adjustments should be made in the scientific research system and production system. Only by making new explorations and forming new ideas and strategies can we push for the overall sustainable development of the economy and society.


Third, the unbalanced and inadequate economic and social development is the basic contradiction of contemporary Chinese society. The main problems and main contradictions in China's economic and social development stem from "imbalance." After years of policy-implementation of supporting western regions, little progress on the overall development has been made, which is below our expectations. Only by discussing and summarizing the achievements and lessons learned can we build a new mode of economic and social development in China.


Fourth, the "Aihui-Tengchong Line" is China's "basic national line", that is, a dividing line between geography, resources, climate, population, economy, culture, and ethnicity within China, which delineates China's economic and social development and basic national conditions. Fang Ning proposes to conduct a comprehensive, in-depth, and systematic academic investigation of the area along the Aihui-Tengchong line to make a solid investigation and research for the construction of China's new development mode.



In the guest discussion session, the experts shared their views on the new mode of China's economic and social development in the RDCY research report of "Rise in Adversity".


Yang Ping, president of "Beijing Cultural Reviews" and chairman of Xiuyuan Foundation, believes that: First, the external environment of China's development strategy is relatively difficult, especially in the precarious international environment before 2035 in the next ten years. During this period, China will complete its industrial upgrading from the low-end to the high-end, and enter into a modernized high-income country. Second, to look at the economic imbalance and insufficiency under the conditions of a market economy dialectically. Attaching importance to the development of the eastern and western regions and the Aihui-Tengchong line, and persistently invest in the western region to realize its potential for development, so as to build a new pattern of the “Belt and Road”.


Cheng Yawen, professor at the School of International Relations and Public Affairs of Shanghai International Studies University, believes that first, the success of China’s globalization and the construction of internal political systems are closely related to the global investment of external industrial capital. Second, to admit the imbalance caused by rapid economic growth. This imbalance is at the global level of the world, and every country needs to rebuild the structure of the center and periphery; third, the new idea lies in implementing the dual circulation internally and thinking about globalization strategies externally. We still have to rely on the domestic-based circulation and actively sum up international experience.


Huang Ping, director of the Research Center for Taiwan, Hong Kong and Macau of the Chinese Academy of Social Sciences and executive vice president of the Chinese Academy of Sciences in Hong Kong, believes that China is the only country that needs to become a global powerhouse through socialism. Second, it supplements the "discourse risk", and what really needs to be solved is social justice and fairness, the issue of common prosperity; the peril of the external environment includes the stigmatization of China, which will also become another risk. Third, today's China needs to correctly handle the relationship with the world. Fourth, looking at the current and future development, China has entered the "three news" phase, that is, a new stage, a new mode, and a new concept.


Finally, Fang Ning concluded that as responsible social scientists, we needs to breathe with the country and the people and share our destiny, and we must be very concerned about the basic national conditions in all aspects, and truly “learn under the reality” in order to provide support for the strategic planning and policy making of the new mode of economic and social development in China.
