Think Tank Online Dialogue on China-Russia Strategic Cooperation in the Post-epidemic Era was held in Beijing and Moscow simultaneously on July 13, 2020, sponsored by Chongyang Institute for Financial Studies, Renmin University of China (RDCY) and Eurasian Economic Commission (EEC), and organized by the Sino-Russia People-to-people Exchange Research Center, Renmin University of China (operated by RDCY). Government officials, scholars, and well-known enterprise's representatives in China and Russia discussed on current public opinion environment facing China and Russia, China-Russia strategic cooperation in the post-epidemic era and outlook for the China-Russia think tank dialogue.
The dialogue was moderated by Wang Wen, executive dean of RDCY, researcher of the Financial Research Center of the Counsellor Office of the State Council. In his opening remarks, he said that both Russian and Chinese should cherish the hard-won friendly relationship and the atmosphere of public opinion in both countries and societies.
Zhou Li, former vice Minister of International Department, Central Committee of CPC, director of the Sino-Russia People-to-people Exchange Research Center of RDCY, pointed out that since the outbreak of COVID-19 epidemic, China-Russia cooperation in various fields has been deepened and expanded. In the new era, China-Russia comprehensive strategic partnership has been closer and more intimate. However, the both sides should remain highly vigilant against the provocation of the United States, further deepen exchanges, and pay attention to consistency and differentiation in our cooperation.
Glaziev Sergey, academician of Russian Academy of Sciences (RAS), chairman of RAS Scientific Council, minister for Integration and Macroeconomics of the Eurasian Economic Commission said that China-Russia comprehensive strategic partnership in the new era is of great significance for bilateral economic cooperation and the stability of the international society. There is in the final transitional period between the old and the new with the ending trend of the the United States monopoly status, and the Asia-Pacific region is becoming the new center of the world economy. The Eurasian Economic Union and the "Belt and Road" Initiative will be the basis for a new world economic paradigm in the future. Complex and sensitive issues shall be included in the exchanges between China and Russia to respect both consistency and differences for the prosperity and development of the Eurasian region. China and Russia should work together to address the challenges posed by the United States in the areas of chemical and biological weapons and cyberterrorism, expand investment cooperation, and strengthen cooperation in local currency settlements and science and technology.
Jia Jinjing, assistant dean of RDCY and Arkhipova Violetta, senior researcher of Institute of Economics RAS, co-moderated the expert discussion. There were 8 experts to share their opinions, separately Yao Peisheng, former Chinese ambassador to Ukraine, Kyrgyzstan, senior fellow of RDCY, Mityaev Dmitry, deputy minister for Integration and Macroeconomics of the Eurasian Economic Commission, He Zhenwei, secretary-general of China Overseas Development Association, Ageev Alexander, director general of the Institute of Economic Strategies RAS, director of the International Research Institute for Advanced Systems (IRIAS), PhD, Xu Qinhua, professor of School of International Studies, Renmin University of China, Tavrovsky Yuri, professor of the Peoples’ Friendship University of Russia, permanent member of the Izborsky Club, Liu Yushu, director of Macro Research Department of RDCY, and Ershov Mikhail, professor of Financial University under the Government of the Russian Federation.
Finally, Wang Wen and Glaziev Sergey, as the leaders of the China-Russia Think Tank Dialogue, made a systematic summary of the next steps to strengthen the China-Russian bilateral dialogue, to conduct joint research, and enhance people-to-people exchanges.
As a new style think tank with Chinese characteristics, RDCY has worked in the G20, BRICS, APEC, Belt and Road, and other multilateral forums to strengthen communication and exchange with Russia through both official and private channels and to continuously consolidate China-Russia "Track II diplomacy". The dialogue was held in the context of the COVID-19 pandemic, as the second online discussion after the Preparatory Meeting (online conference) of the 8th China-Russia Economic Dialogue. This series of dialogue is the effort of the think-tank to solve practical problems and achieve high-quality cooperation between Russia and China in the new era.
