Liu Yuejin: Major shifts in the world and national security of China

The day of national security education for all of China falls on April 15, which is also marked as the fifth anniversary of the holistic view of national security proposed by general secretary Xi Jinping. On April 8, the Chongyang Institute for Financial Studies at Renmin University of China (RDCY) invited Liu Yuejin, professor at department of public administration, international relations school of China, to deliver a splendid speech in terms of major shifts in the world and general layout of national security.



Professor Liu said that national security is a systematic project involving various aspects. Under assault of booming science and technology, China has undergone a major shift in its security and gradually improved its systematic construction of concerning projects.


Until now, there are five significant things meriting our attention. One is the ever-improving national security system cored by national security committee which was set up on January 24, 2014. President Xi proposed the holistic security outlook on April 15 in 2014, serving as a guideline for China to carry out security reform at present and in the future.


Second, there has existed theoretical innovation in national security philosophy which is cored by holistic national security. As national security represents the ultimate purpose of national security activities and efforts, national security work must uphold principles of safeguarding interests of people, and laying a solid foundation for securing decent and safe livelihoods for all.


Third, the system of national security law based on National Security Laws has generally taken shape. Since the beginning of reform and opening-up, socialist law governance has made headway continuously while national security legislation still remained a weakness in the past long period. Recently, we have formulated many laws concerning national security. National security and law-based governance still remain a marathon task and we have a long way to go.


The fourth point is that national security strategy is deepening in accordance of National Security Strategy Outline. The political bureau of the committee of CPC has deliberated and approved the first-ever document on January 23 in 2015, which emphasizes the importance of security work of various sectors and construction of all support capabilities. That aims to set law-based governance as the ultimate rule in the process of safeguarding national security.



Fifth, we should continuously carry out propaganda of national security marked by the day of national security education. April 15 is designated as the day of national security education for all when extensive publicity and education meetings about national security will be held. We will see more transparent national security work, closer connection with people and more intensified law-based governance and standardization.
